is there anyway to setup a monitor to TNS Ping an oracle database? 

 

is there a place where one can suggest feature? 

 

What is the turnaround time on new requests?

It's not possible to create a TNS Ping monitor in TNM.

You can suggest features from TNM itself using the Feedback menu.

The most popular requests will be considered for the next update.
