We have a slow network connection, so sometime the PING test is only 75% successful, but we get an eMail saying it has failed.

Is there are way off only having the monitor fail if there is 100% losses.

Currently ICMP monitor is built the way that any single packet loss in multiple retries results in a red status.

So you would better set the Retry count to "1" and increase the value "N times in a row" in the action properties (for example, set it to 5 or 10, if your ping interval is 1 minute or less). This way monitor will become red, but the email alert will be sent only after 5 or 10 consecutive fails.
